Oregon — The Oregon Division of Financial Regulation recently announced the following proposed rulemaking:

Filing Caption: HB 3243 (2025) Ground Ambulance Balance Billing

Rules Proposed: 836-053-0444, 836-053-0447, 836-053-0451, 836-053-0454, 836-053-0457, 836-053-0461

Rule Summary: HB 3243 (2025) is intended to protect Oregon consumers from out-of-network balance billing for ground ambulance services. The law prohibits billing health benefit plan enrollees more than the in-network cost sharing amount for these services and sets minimum thresholds for health benefit plan reimbursement. The law requires the Department of Consumer and Business Services (DCBS) to make rules to implement the provisions described in Section 2 of the bill. The proposed rules provide implementation requirements regarding:

•Consumer cost-sharing for ground ambulance services, including a required timeline for reimbursing consumers for erroneous overpayments.

•Minimum payment amounts to ground ambulance services organizations (GASOs) that are set according to Medicare rates.

•GASO established local rate reporting requirements to the department.

•Requirements for self-funded employer group health plans and State of Oregon PEBB and OEBB plans that elect to participate to opt-in to Oregon’s ground ambulance balance billing law.

ID 2-2026: Rulemaking for HB 2563 (2025) Insurance Premium Increase Notices

Rules: 836-054-0110, 836-054-0115, 836-054-0120, 836-054-0125, 836-054-0130

Summary: Establishes statutory authority and briefly describes the purpose of HB 2563 is to require insurers to give a clear and reasonable written explanation for any increase in the amount of premium the insured must pay upon renewing a personal auto, home, or dwelling policy when a written request from an insured is received.

Oregon — The Oregon Division of Financial Regulation recently announced the following permanent rulemaking:

ID 3-2026: Establishes new, temporary insurance premium assistance program for affordable housing providers and shelter locations

Rules: 836-200-0700, 836-200-0705, 836-200-0710, 836-200-0715, 836-200-0720, 836-200-0725, 836-200-0730, 836-200-0735

Summary: The program provides financial assistance to eligible entities for property or liability insurance premiums paid on qualifying affordable housing and shelter units.

The State of Oregon's Division of Financial Regulation (DFR) is pleased to announce the upcoming launch of the Affordable Housing Insurance Premium Assistance Program established under Oregon Senate Bill 829 (2025). This new program was created to help offset rising property and liability insurance costs that are placing financial strain on affordable housing providers and shelter operators across Oregon.

Beginning in mid‑April, eligible organizations will be able to apply for assistance through an online application. Additional guidance, timelines, and application links will be provided as we get closer to the launch date.

Who is eligible?

Entities operating in Oregon that provide affordable housing or shelter services to individuals or families earning ≤ 80% of Area Median Income (AMI), including:

Affordable housing providers

Shelter providers

Project Turnkey sites

Navigation centers

Local government entities

We encourage all eligible organizations to watch for the official launch announcement and prepare to apply once the program opens.

Washington — Washington Surveying & Rating Bureau has a New CEO: WSRB is proud to introduce Cori Medrano, our new President and CEO. Cori brings more than three decades of insurance industry leadership and experience to the role.

Her appointment as the organization’s first female CEO marks an important milestone, reflecting both her exceptional leadership and WSRB’s continued evolution.

As a results-driven executive, her strategic vision, emphasis on collaboration, and unwavering commitment to delivering results have created tremendous value for insurers, fire service professionals, and the communities WSRB serves.

Since joining WSRB in 2020 as Chief Operating Officer, Cori has led the development and execution of an organization-wide strategic plan focused on strengthening internal operations and fostering a customer-oriented culture. Her leadership of the operations and technology teams ensured that WSRB’s systems, processes, and people work seamlessly together to deliver accurate, trusted fire protection and property risk information to Subscribers.

Throughout her career, Cori has worked closely with complex teams across the insurance industry. From underwriting roles at Golden Eagle Insurance Company and Liberty Mutual to serving as Vice President of Commercial and Farm Underwriting at Mutual of Enumclaw Insurance Company, her experience reflects a consistent focus on strategy, operational excellence, and sustainable growth.
