California — Newsom Wants FEMA to Extend Funding for LA Wildfire Victims: California Governor Gavin Newsom is pushing the Trump administration for most assistance for the thousands of victims of the wildfires in Los Angeles at the beginning of last year.
He wants a 12 month extension from the FEMA’s individual and households program.

Oregon — All Insurers of Health Insurance and Property and Casualty Insurance Operating in Oregon: The Oregon Division of Financial Regulation (DFR) proposes to issue a bulletin to withdraw insurance bulletins INS 92-5, 98-1, 99-5, 2001-4, 2001-6, 2002-5, 2003-9, 2005-3, 2006-3, 2006-6, 2007-1, 2009-5, 2009-10, and 2013-1.
Purpose:

Oregon — The Oregon Division of Financial Regulation recently announced the following proposed rulemaking: Network Adequacy Standards for Health Benefit Plans – Implementation of SB 822
Rules Proposed: 836-053-0300, 836-053-0310, 836-053-0320, 836-053-0325, 836-053-0330, 836-053-0335, 836-053-0340, 836-053-0345, 836-053-0350, 836-053-0355
Rules Summary: This rulemaking is needed to implement SB 822 (2025), which directs the department to adopt rules establishing quantitative standards for evaluating health plan provider network adequacy. This rule implements SB 822 by adopting quantitative network adequacy standards consistent with 45 C.F.R. 156.230 (as in effect on January 1, 2025), while allowing for Oregon-specific adjustments. The rule establishes standards for geographic access, appointment wait times, telemedicine, and behavioral health provider networks to ensure more consistent and measurable access to care across plans.

Oregon — All Auto, Homeowners, and Dwelling Fire Insurers: The Oregon Division of Financial Regulation (DFR) proposes to issue a bulletin regarding unfair claim settlement practices related to the use of virtual claim adjustment systems and mobile applications.
Purpose:
This bulletin provides guidance to auto and homeowners/dwelling insurers that use virtual claim adjustment systems on how to avoid unfair claim settlement practices. The bulletin also clarifies when an insurer may require the use of a mobile application to submit a claim.

Washington — Premium change transparency proposed rule posted: We have released proposed supplemental rule language on R2024-07. The original premium change transparency rules were adopted in 2023 in Chapter 284-30A WAC. These adopted rules outlined administrative regulations to achieve transparency for policyholders receiving premium increases from insurers at renewal on insurance policies like residential property and private passenger auto. The Insurance Commissioner is proposing rules to create a new phase two with additional insurer requirements and to delay the implementation date of the original phase two, proposed as the new phase three, until 2029.

Washington — Clarifying and updating the minimum standards for claims handling proposed rule posted: We have released supplemental proposed rule language on R 2025-05, the claims handling rule. The proposed rules will allow the insurance industry and Washington state consumers to have a more fair and transparent claim process. The proposed rules clarify and add claims handling definitions and specific unfair claim practices, particularly when the insurer is considering coverage determinations, and if coverage is available, the loss and damage valuation that is owed under the policy. The proposed rules add additional requirements for the insurer to provide detailed information to the claimant at certain points in the claim process.
